"Configure" under 'System Preferences>Network' is greyed out on Mac OS X Mountain Lion

I need to create a new network location on my Mac machine for this I need to go to Configure under System Preferences under Network, but here the Configure option is greyed out and clicking on it does nothing. What should I do now in order to make this Configure work?
