Steps to change permission on Utilities Folder on Mac OS X Lion?

When updated Lion, am seeing a strange behavior of utilities folder. It is showing like a admin folder and asking username and password to access it, when I skip the window then there is a message like you do not have permissions to access. So tell me what to do to change the permissions?

I noticed the same issue but I eventually got it to work after some repetition. Not sure what exactly it took to do it. Problem is I think repairing permissions may revert it because looking now it's not what I set it to yesterday.

Maybe just setting the Admin permissions to read & write will stick.

As to why we need access to this folder.... some people have other utilities they'd like to insall into the untilities folder without it bugging you each time.
