Unable to set permission in Mac Mini HD(Snow Leopard)

Yesterday, I was trying to set permission in my brother's Mac Mini HD so that anyone can read and write so selected read and write option and clicked on "Apply to enclosed items" option but it shows an error message which notifies me that something wasn't installed correctly. When I press on close option, another message appears with different file extension. This process continues until I click atleast 40 times. What should I do? I really need your help because I am not able to set permission in my Mac Mini HD(Snow Leopard).
