Why proxy sites say Javascript turned off in my Macbook Air?

I am trying to browse some of the proxy websites in Macbook Air with Safari browser but whenever I open the site it says "Javascript is turned off" and nothing works from there. Why it is like that? Is it a problem with the browser?

Can you please tell me the instructions to fix this problem? Kindly give me soon.

    Hello Dear User,

Please update your Java Client. Go Here http://support.apple.com/kb/DL1573

Then Open your Brower(Safari Web Browser )
Choose Safari > Preferences, and then click Security. Make sure these checkboxes ON :
    Enable plug-ins,
    Enable Java
    ,
    and Enable JavaScript .

Make sure this checkbox is OFF: ďBlock pop-up windows.Ē

Hope this will work. You will not get any error now.
